Dedication
---------------------------------------------------------------------------------------------------------------------------------------------------
Dedicated to those
Who believe in the United Nations as an unavoidable necessity for mankind, which proved its usefulness in the past, remains so at present and will continue to cope with the challenges in the future.
Foreword - I

A word on prosaic-poetic form
Issues and problems in and around our lives in various forms, peculiarities and dimensions may nicely and lucidly be expressed also in a prosaic-poetic form with minimum reference to rhythms and similes.
Sinha M.A. Sayeed's book 0 United Nations, like his first publication in the form of a book titled Somoer Kabita [Poems of the Time], may rightly be treated as a reflection of such expressions.
A reader is likely to find this book pleasant reading as well as thought provoking
Prof. Kabir Chowdhury
Professor of English
University of Dhaka National Professor of Bangladesh.
Foreword - II
----------------------------------------------------------------------------------------------------------------------------------------------------
The Wilsonian vision of a world body---League of Nations—designed to ensure global peace following World War I was rudely turned down by the US Senate, which dealt a mortal blow to evolving international framework for resolving conflicts between and among nation states. Weakening such a forum decreased the chances for nations to resolve different types of conflicts, particularly territorial, through patient and often prolonged negotiations rather than war, which epitomize the worst form of state terrorism. The League's failure hastened the process that led to World War II.
The successor world body--- the United Nations—has so far partially succeeded in providing opportunities to resolve international conflicts through dialogues rather than armed conflicts. It has played a vital role in preventing a devastating Nuclear World War. Unfortunately powerful and less powerful nations have eroded its effectiveness in different ways, which need to be addressed to prevent future wars.
I commend Sinha M. A. Sayeed for innovatively summing up the achievements and frustrations of the world body in this book titled 0 United Nations. I hope it will make an interesting and meaningful reading for his readers.

Foreword - III
----------------------------------------------------------------------------------------------------------------------------------------------------
The United Nations touches our lives in myriad ways. Torn between desirable and possible. it has become captive to dominant interests, but it is still the symbol of mankind's dream for a better world. It is also trying to deal with challenges of poverty, conflicts, Terrorism, environmental degradation, political instability and human security.
This composition in prose-poetry form brings out the achievements. Failures, opportunities and dilemmas of the United Nations from Cold War to the present
The United Nations today needs reorganization and reforms to be more effective in dealing with the complexities of the new world order. It is very thoughtful of the author to articulate his expressions in a appropriate time when the United Nations has come under the new leadership of its Secretary-General, Ban Ki-moon. I fully appreciate the author's concerns, hopes and dreams for a new United Nations under this new leadership.

Preface
----------------------------------------------------------------------------------------------------------------------------------------------------
It's a Hobson's choice for me to express my gratefulness to Allah--- the Creator, Sustainer and Lord of Universe with everything within it--- for showering His blessings on me to produce the book O United Nations.
The book O United Nations that focuses in a prosaic poetic form with illustrations in right perspectives on the past, present and future of the United Nations is, perhaps, the first of its kind and unique in style.
Needless to say that our National Professor Kabir Chowdhury's writing on the prosaic-poetic expression of this book reminds us all that today literature cannot be confined only to its traditional forms of expressions.
There is no denying the fact that by writing forewards for this book, Professor Dr. Zillur Rahman Khan and Professor Dr. Ataur Rahman---leading scholars in political science-- have made me indebted a lot.
I take the opportunity of acknowledging my gratefulness to my university teacher Professor Dr. Kamal Uddin Ahmed of the Department of Political Science, University of Dhaka and Professor Dr. Syed Manzoorul Islam of the Department of English, University of Dhaka, Major General (Rtd.) Syed Ibrahim, Birpratik, former Director General of Bangladesh Institute of International and Strategic Studies, Professor Dr. Imtiaz Ahmed of the Department of International Relations, University of Dhaka, Major General Dr. Mohd Aminul Karim, then Military Secretary to the President of the People's Republic of Bangladesh and Emdadul Haque, Deputy General Manager of Agrani Bank Limited for their encouragement and valuable suggestions.
I do express my gratefulness to renowned journalists Zakaria Shiraji, Modan Shahu and Advocate Shahidul Islam Shaheen for investing their valuable time and energy by going through the manuscript of the book as and when required.
Thanks must be extended to Santu Saha and all the members of his team for the designs and illustrations made in tune with the spirit of each of the paragraph in the book and to Kazi Ali Reza, Officer-in-Charge of United Nations Information Centre in Bangladesh for his sincere co-operation.
Thanks are due to Bangladesh Political Science Association for taking an initiative to publish the book on a rehearsal basis on 24 October 2007, the day on which the United Nations was founded on the ruins of the League of Nations in 1945 and to Mizanur Rahman Sinha, Managing Director of ACME Laboratories Limited, former MP and State Minister of the Government of the People’s Republic of Bangladesh, for financing the Rehearsal publication that came into being on 24 October 2007.
I also thank all of those who directly or indirectly cooperated us in putting the book in the website titled "www.sinha-ounitednations.com".
Let me recall with due respects and honor my eldest sister Professor Sinha Mamataz Feroz for her financial support for the website publication.
In fine, I cannot but recall the sacrifices and contributions of my wife Rasheda Sultana Sinha and between us Sinha Lamia Sultana, Sinha Marzuka Sultana and Sinha Mahira Sultana who stood by me with remarkable patience and sincerity while writing and bringing out the book within a short span of time.

O United Nations--------------------------
Hailing from the collapses and ruins
Of the League of Nations
On October twenty four
Nineteenth hundred and forty five
And having arrived at the age of sixty four
With a total of one hundred and ninety two member-states
You are now matured and experienced enough
Witnessing also, inter alia, more than half a century wars
In various natures, forms and scales
Mostly confined to bi-lateral perspectives
Occurred in the past
Within the range of influence either of USA or of USSR
As they stood opposing each other on question of
Ideology and balance of power and
Taking place at present
Under the sole dominance of USA, leader of uni-polar world
Widely branded as a hyper state burdened with hyper tensions
In its goals, policies, approaches and actions
O United Nations-----------------------
Your recapping with this very name of
United Nations
In place of the birth-name of
United Nations organization
Takes one within a moment to the verge of
Further glamour and sensation with an impression
It’s really, really shorter in time
Softer to utter and more soothing to hear
O United Nations-----------------------
Your challenging non-stop journey
Carrying a load of thousands of program and agenda
Full of vision and mission
Herculean in nature, fashion and dimension
Along with the largest Administration
That has ever tasted been by a civilization
All the time telling the world boldly
Of your existence
As an unavoidable necessity and compulsion
Fingering as a simile at
The fundamentals of Inductive Logic
Conveniently and convincingly in the manner
As follows:
One of them is the Law of Causation
That holds on telling:
Nothing comes out of nothing
Implying that for taking place an event or occurrence
Not only the immediate cause or causes
But also the distant one or ones
Together, together be held responsible
For a fair assessment leading to pragmatic conclusion
Keeping this in mind
An example may as under readily be placed:
When a bomb explodes
It explodes not only because of
Its immediate activating of the system
Rather first because of making the system perfect
To suit the purpose and
Then its immediate switching on accordingly
And the other being the Law of nature
That goes on stating:
Nature behaves in the same way
Under the similar circumstances
Meaning that the events, reasons and crises
That necessitated the origination of a thing
As a call of time
Shall also repeat the same
If it takes place again
And in the process as below
This can be verified also:
Such kind of bomb as stated above
Shall explode again
If the same causes, immediate and distant
Under the similar circumstances recur
Without a change
Therefore, O United Nations--------------------
Your birth, standing and continuance
Cannot, cannot be or
To say restrainedly more
Hardly, hardly be segregated, delinked
From the dictates of necessity and compulsion
Reality and call of time
Faced and being faced by the nation-sates
At least, at least as a forum for
Resolution and reconciliation of
Disputes and conflicts
Bi-lateral, regional and international
In this planet named Earth
O United Nations-------------------------
Planets are rotating without a rest on their orbit
Around the root stars and
The process is on up to around the Biggest and Highest
Passing further message differently to us all:
Here on earth, for peace, development and stability
Either in a big or in a small scale
There remains no option for the nation-states but to move
Move, more or less, together
Under an umbrella of global organization
In whatever name might it exist
As you are standing today in the name of United Nations
Page: 18
O United Nations--------------------
You are a unique center for a get-together
Of all the member-states in the world
Ranging from North to South to
East to West
Embracing all
Asians, Africans
Australians, Europeans
South Americans, North Americans
And Antracticans
Irrespective of caste, creed, color and religion
Relaying the voices of
The Black, the White and the Mixed to
Everywhere in the world
Page: 19
O United Nations------------------------------
Muslims, Christians, Hindus, Buddhists
And others belonging to various faiths and nationalities
All under the umbrella of respective nations-state
Assemble here for a noble cause
All shine in their own glories and spirits
The flags bear their identities
All express their common solidarity for
Enriching civilization
Strengthening peace
Raising bulwark against war
Love against hatred
Creation against destruction
Page: 20
O United Nations------------------------
A place of harmony and symphony
Of speeches and debates
Of logic and emotion
Of cooperation and determination
Of peaceful resolutions and reconciliation’s
Of interests, issues and disputes
In various scales and structures
And come what may not!!
Accept, accept, my warm and befitting greetings
Page: 21
O United Nations---------------------
As agreed upon consensually by all the member states
Your genesis and ballooning have organically been tied
To the concept of an Association
Otherwise called here an Association of Nation-States
No more or no less
And till the date, so you remain
As opposed to the European Union today
Because of the pro-active role
Of the European Court of Justice
That might be seen as the greatest limitation
Of your International Court of Justice
Curiously enough, O United Nations
Currently composed of twenty seven member states
European Union is a regional organization with its own peculiarities
Extra-ordinary and unseen as an entity in its totality
Not away, away from your shade of Chapter Eight on its journey
While its European Court of Justice continues to be pro-active
In the face of limitations and challenges
Pushing European Union forward
For transforming it into a unique legal order
Your International Court of Justice seems mostly pledge-bound
Not to go beyond the organic limit
Whatever the circumstances may be
Having this reality in true perspective, O United Nations
Here one [member state] talks
Of Sovereignty
Others
Of war and peace
Of culture and education
Of Human rights
Of suppression and oppression
Of Economic assistance, cooperation and necessity
Centering round you
An exultation of creation is on
On, on in a full speed and spirit
O United Nations-------------------
Successes meanwhile accumulated in your stock
Covering all from resolution of conflicts to
Peace-keeping operations to
Economic and humanitarian assistance to
Cooperation and development in manifolds
Bi-lateral or multi-lateral or both
Within your capacity and sphere
As and when required in different parts of the world
Shall act, shall act as a global truth
For pipelining more successes, more fruits
For the present and the future both
Page: 25
O United Nations---------------------------
As ill luck would have it
Insurmountable display of force
Of the powers, emerged and emerging
Of suppression and oppression
Have posed, posed a terrible threat indeed
To the nations, developing and backward;
They spend more on defense
Challengingly and competitively
Than on the essentials of development
Latest studies, analyses and reports
Speak alarming of the ongoing trends of such truth
Here, O United Nations, your Millennium Development Goals
May be a driving force for the developing and backwards as whole
Page: 26
O United Nations--------------------
Look, look how Asia has turned into battlefields
Africa and Latin America are no exception of it
Humanity and rights are
Trampled and set aside
Miserably groaning and whining
For food, clothing, shelter and Medicare
Page: 27
O United Nations--------------------
Allegations against you
Are not less strong, less voiced
Disregard, dismay and frustrations
Are not unexpressed, unsounded either
Page: 28
O United Nations---------------------
Are you bewildered?
Helpless?
Tied up?
Because of
Arbitrary use of veto power
Partisan role and influence
Play and counter-play of
Actors within and around you
Expansion of so-called regionalism
Getting unfolded in many manifestations
Not being so committed to your Chapter Eight
And because of the long-standing unresolved issues
From politics to religion to so many areas
You cannot, should not appear as above, O United Nations
Aliveness, cheerfulness and optimism
Not drowsiness, melancholies and pessimism shall
Continue, continue as your motto
At each and every step and stage of your move
With the head high in pride
Not hung down in shames
Page: 29
O United Nations--------------------------------
Do you hear the voice of Reality?
Yes, following uneven balance of power
Voice of Asia
Voice of Africa
Voice of Australia
Voice of South America
Even voice of North America minus USA
Are getting stronger day by day
The message is one and clear:
Unipolar world is not safe
Not safe, not safe either for USA
Or for you
Page: 30
O United Nations----------------------
With the dismantling of communist of USSR
Into a number of free states
Era of cold war has ended
Rise of Germany
Rise of China
Rise of India
Rise of Muslim States
Like Malaysia and Iran
As active actors
Regionally or internationally
And rapidly growing stronger voices
Of veto-powered France and Russia {re-emerging it its old glory]
Tell us again
Cold war is on, on
On in a new form, nature and dimension
Page: 31
O United Nations--------------------------------
World is passing through an era of politico-diplomacy
Giving signals to the nation-states
Theoretically, factually and eventually that
Diplomacy can hardly be played diplomatically
Without politics in its entirety
In almost all spheres, levels and cases, old or new
Pathetically more on the screen is that
Politics has fallen into a ditch of politicks
Whether the tricks are
Rude or brute
Fair or unfair
It does not, does not matter at all here
Politics is, as if, a boat that in most cases
Carry, carry the purposes of those who
Wield, wield the boat
In the name of ideology, aims and objectives
In the name of the national interests
In the name of so many things that are
More soothing to hear
Less comfortable to understand and digest
Most difficult to see as implemented because of
Its oft-quoted so-called sweet words that
The matter is under process
What a wonderful trick it is!!!
O United Nations--------------------------
From your lawn I do declare:
No more arms there shall be
No more sales and purchases
Secret or open
Neither on ground of
So-called territorial integrity
Nor on ground of
Mere national sovereignty
Nor in line of expansionism
Page: 32
O United Nations----------------------
Let me echo on a high volume
No more, no more increase shall there be
Of arms and manufacturers
Of nuclear power [with hegeomonistic aims]
Let existing powers be cut to size
Let them be minimized
And let finally be dismantled
Let there be sanctions
Not only against the emerging stockpiles
But also against the suppliers
Let the steps and endeavors of INA and
Others functional in the areas
In various modes and expressions
Be put in true perspectives and directions
Let ongoing negotiations on the CTBT
Bring fruits for us all
Being, of course, above, above
Any kind of partisan approach
Any sort of self-invited-phobia
Coming from mere national interests or
Speculated otherwise
Let the ongoing double-standard policy
Be buried forever
Page: 33
O United Nations------------------------
Loudly must I say
No more exploitation shall there be
No more terrorism
No more adventurism
No more hegemony
Beating the drum of economic system
Beating the drum of religion
Beating the drum of peace
Beating the drum of cooperation, mutual or collective
Beating the drum of politics
Beating the drum of diplomacy
And conclusively using the shield of human rights
Page: 34
O United Nations---------------------
There shall be no more increase of veto powers
Let the veto powers rather be abolished
Let the International Court of Justice
At Hague
Be imbued and inspired at least with the spirit of
The European Court of Justice
At Luxembourg
Let the Universal Declaration of Human Rights move
At par with the spirit and practice of
The European Convention on Human Rights
Let there be a durable, balanced mechanism
For coordinating Human Rights Organizations
Spreading here and there and everywhere in the world
Page: 35
O United Nations---------------------
World is composed of many states, not of only a one
Although, it is, by nature and formation, undivided and one
Creation of political sovereign entities
Under the seal of city states, empires
Kingdoms, sultanates and nation-states
Necessarily split such oneness again and again
Along with demarcated borders and ownerships
Also in the fields of natural resources
Covering land, water and space and
Interferences by men or powers from time to time
Complicated the trends further
Therefore, O United Nations
Resources, natural or otherwise
Under the water
Over the water
Under the ground
Over the ground
All those lay in-between earth and sky
Need to be extracted and utilized
For the greater benefits of mankind
Possibility of war(s)
Between or among the nation-states
Centering the resources under water and
Those lay in-between earth and sky
May not be a mere imagination in the end
And discovery of water in the Moon and the Mars
Boils, boils such possibility further more
Even there continues adequate predictions and reports
Scientific or otherwise
That in near future water itself may potentially
Come up as a cause of war
Ironically enough, two-thirds of the world is water!!
O United Nations-----------------------------------------
Faced with the challenges of dilemmas of globalization
Today it is a global truth and reality for the nation-states
To rise above the issues of contentions and confusions
For the extractions and exploitations of the resources
Embracing and gearing up the fast growing concept of
Bi-party or multi-party sharing agreements
Being honest, sincere and faithful to
The UN Convention on Law of Sea (UNCLOS)
Hence, O United Nations
You voice cannot remain low as well
Page: 36
O United Nations---------------------------
Creations of World Bank, IFM, ADB
For supporting and enhancing development of nation-states
Cannot, cannot but be recalled with due weitage
But, O United Nations
Looking at the overall balance-sheets of performances
Of World Bank, IFM, ADB
Of other donors and financial agencies
In the context of time, space and dimension
I am startled, worried and
More, more frustrations arise from the
Gaps between commitments and actual delivery of aid and
Gaps between commitments and delivery schedule that
Further calls for appropriate reforms
Speeding up effectiveness of international aid
O United Nations---------------------
Your voice needs to be heard
Against the currents and trends
Which are unbridled, rash
As if leviathans are moving in their own styles
In their kingdom under water
Let your attention turn
To these areas as well
O United Nations----------------------
Concept of cooperation
Not of aid in its current manifestations
Should be, should be, should be
Instrument of development
Spreading a ray of optimism tuned to
Realism
Demand and supply
Everywhere in the world
Page: 37
O United Nations--------------------------
Behold, behold, behold
Even after the fall of socialism in East Europe and Asia
Onward march of capitalism is not secured
Rather the crises of capitalism getting acute more and more
Of course, of course than ever before
The message is here very much crystal clear:
Neither so-called capitalism nor so-called socialism
Nor even so-called mixed economy
All in their existing forms, fashions and missions can
Play much more enduring landmark positive role
Being away from their models proper
As a friend, guide and philosopher;
So-called capitalism got stuck up
In the hidden but exploding econopoly while
So-called socialism met with destructions from within
Falling into crises of centralized planning and management
O United Nations--------------------
World requires a new economic order
Neither in line with US-drive to refuel and redress capitalism
Under the mask of befitting approach to twenty first century
Nor in line with France-led European Union revitalizing venture
In the name of model twenty first century
O United Nations---------------------
Let there be a happy marriage between politics and economics
Let the world be imbued with a an encouraging slogan in a fix:
Politics and economics not for the few, but for all
Yes, it’s a time for the think-tanks
Professional associations and bodies
Stretching here and there around the world at large
To come forward with a up to date sense of pragmatism
Getting rid of negative feedback generating
Political obligations and romanticism
Prioritizing the welfare and fundamental rights of the peoples
Attaching due coordinated emphases on macro and micro economics
Foresee, foresee, O United Nations
World is awaiting with bunches of flowers
Heartily to welcome them for a taste of new flavor
Page: 38
O United Nations-----------------------
I do speak of your overall hauling
Of planning and program
Of organizational set-up
Of so-called routine leaderships
Of budget and disproportionate allocations
O United Nations---------------------------------
I cannot refrain of resounding
Of necessity and compulsion
Of sincere and timely implementation
Of the long-standing cherished reforms
Page: 39
O United Nations----------------------
Genesis, continuance and co-existence of religions
From time to time
Since the beginning of the civilization
Made, made the world varied and colorful
On all counts
Therefore, I cannot but utter of the contributions of religions to
The building of civilizations, past and present and
Its onward move with the same towards the future and
Therefore, therefore and therefore, O United Nations
From practical point of view, urge and confession
An annual conference of religions should
Also be one of your peaceful missions
O United Nations-------------------------
At this juncture of civilization
Attention needs to be paid to secularism as this
In its etymological interpretation
In fact, does not stand opposed to religion
Same is true to its literal and golden interpretations
With a stronger assertion to the truth that:
Secularism is a concept devised mainly to
Keep religion away, away from hands of
Those powers of the state who want to
Use and apply it for their own purposes and interests
At the denial of its aims, objectives, goals and necessity
In the extreme end, extreme end indeed
Hence, O United Nations
Secularism can never be equated to no-religion or
No scope remains here to use it synonymously
Even in its teleological interpretation
More wonders are that the widely claimed secular states
Bear the unfettered testimonies to this truth and tolerably
Here a few of them may as follows be produced:
United Kingdom where it is laid down in documents that
Head of State, King or Queen, shall be a protestant
At the same time being Head of the Church of England
United States of America that asks its President
To take oath touching the Holy Bible and in its
Currency it wrote: In God we trust
Interestingly enough, recent trends also cover a
Convention of political party with a prayer
Germany where political parties exist and continue
Even vetoed to power
In the name of Christian religion
In France where laïcité, an atomic word that denotes a
Concept of a secular society connoting the absence of
Religious involvement in government affairs as well as
absence of government involvement in religious affairs
Grew and flourished with a magnetic power to influence others
In fact, never lagged behind in showing respects to religion in
Its own peculiarities and formations and today a kind of
Sensation and realization making the nation aware of
The real bond, appeal and necessity of religion in
Shaping and molding French society upholding all sorts of
Moral values, ties, understandings and ethics so that
So that the growing generations be enlightened also with
Such decorations and here, here, O United Nations
The message of the book titled
‘La République, les religions, l'espérance ‘
[The Republic, Religions, and Hope]
Written in the year of two thousands and four by
Nicholas Sarkozy, now President of the French Republic
May duly be deemed as an echo to this
India where religions are widely deep-rooted in politics with
Hinduism at the peak
The fabric of Chinese society is much tuned to
Religion taking with its compact predominantly
Confucianism, Daoism, Buddhism and not at a distance
At present are Islam and Christianity
Such recognitions have been made available by
The Communist Party of China through an amendment to
The constitution of China in the year of
Nineteen hundred and eighty two allowing
Allowing the people considerable freedom of religion
In Russia religions in shaping and guiding
Overall pattern of social and political entities of
The people are now a more well-embraced reality that
Started reviving even before the fall of socialism
Similar phenomenons are visible in almost all the secular states
Either in Europe or in Asia or in Africa or in
North America or in South America or in Australia
Everywhere across the global village
O United Nations-----------------
Condemnations and allegations for
Domination, subjugation, suppression, oppression and
So many things in the same lines and altitudes
In the name of religion cannot be foisted upon
Foisted upon a religion as no religion ever
Support such actions either in theory or in practice
Rulers, sects, cults or whoever they may be and
Whatever logic and grounds they may choose to
Suit, suit such heinous purposes and motives shall be
Correctly and authoritatively be unacceptable, blamed and held
Responsible for without a question further more
O United Nations--------------------------------
Volcanic consequences of
Fights, battles, wars and even crusades in the name of
Religions should not be repeated in the days ahead of
Let tolerance, patience, forbearance and intelligence
Have their own peaceful accommodation
In the firmament of religions keeping
Keeping all the odds at bay
O United Nations------------------------------
Theology as an origin of state with a king or monarch as
March of God on earth and
Wrestling between the Church and the State should not be
Only determining, decisive factors to weigh the weight of
Religion in its entirety and
History carries a bundle of records that a
Hardly a man is born without a religion with an option
Either to continue or leave at the age of understanding and
Pre and post-birth vivid rituals and formalities of a child in a family
Sound high in practice this truth
The same go down and continue at least in case of
Marriage and funeral matters that
The world has been experiencing from the time immemorial
O United Nations---------------
In today’s world Islam is a much-talked-about and
Expanding religion with a definition
Emanating from the Holy Quran and the Hadith that
It is a complete code of Life from birth to the cradle
It’s neither theocratic nor secular in
Approaches, contents, contexts and interpretations
Hence, the concept of Kingship or Sultanate or Emperorship
Not being commensurate with it chasing
Chasing it also in various tactics and manners
Alas! in the name of Islamic religion and ruler
That may simply be taken as a wrong dial to establish Islam
Following the Holy Quran and the Hadith
O United Nations----------------------
Advancement of science and technology are softening
Softening the routes in various modes to
Make the world understand and realize that
The inherent force, vitality, longevity and necessity of religions
May hardly be gainsaid at all and
Truth comes in, comes in formidably uprooting
The so-called foundations that are surrounding
Mankind and civilization negatively
O United Nations--------------------------
Today, leaders of various backgrounds and identities are
Moving desperately in search of lost links of
Morality, ethics and values considered as
Foundation of a civilization
For the revitalization and reworking of present civilization
Putting it on the track as
The level of degradation in almost all areas has gone
Gone very high alarmingly
Here, O United Nations
Role of religions shall be most effective and viable
Because of their touching all----mind, body and soul
Those are mostly treated as pre-conditions to a state or society
Let us be in a position
To absorb and welcome this true sense of realization
Let us not be too late to reap the benefits of a religion
With a view to building a better world for all
Page: 40
O United Nations--------------------
It is a choice beyond question for us all
To be careful while defining terrorism
Closing the eyes to other concomitant factors
Or equating terrorism solely with Islamic religion
Yes, yes, yes, O United Nations
Terrorism is terrorism with its own agenda and missions
It is neither confined to religions only
Nor walled by the domain of religions simply
Roots of terrorism are many----------------------
Oppressions, suppressions and deprivations
Being manifested in many forms and dimensions
Entailing issues of rights, justice, poverty, politics, business
Trades and commerce, religions, hegemonies
Productions of arms and ammunitions
And their sales and purchases
Overtly or covertly
More or less are to be held responsible
Therefore, O United Nations-----------------
Definition of terrorism
Fight against terrorism
Cannot, cannot be the sole agenda of America’s alone
To combat terrorism, O United Nations
A kind of unanimous definition and agenda
Bringing all the nation-states together
Cannot, cannot be sidetracked or undermined any more
Page: 41
O United Nations-------------------------
Statehood of many a state is in question today
In the fashion of a crisis state
In the fashion of a collapsable state
In the fashion of a failed state
Come what may not!!!
Let the think-tanks, individual or organization
Dealing with such concepts and definitions
Be free, fair and frank
In diognozing and discovering the truth as
Stands factually that a
State may disappear either
Through unification with other state to form a new state or
Through disintegration and split into several new states or
Through conquer by another state even
Even, speaking pragmatically a
State may fall into a weak or collapsable condition
Because of so many factors that stem, stem from
National, regional and international perspectives and politics but a
State may hardly or to say more pointedly never fail or fall from within
Loosing its sovereign identity as emotionally conceived by theorists in this line
O United Nations--------------------------------
It is a party or junta or coalition in power that may
Fail or fall and
In today’s world outright rejection of the prevelance of the
Concept of limited sovereignty mostly in case of
Developing countries might be, might be a difficult task indeed and
Others within the allaince or zone of influence
Under the uni-polar power or continental power or sub-continental power even
More or less suffer the blasts of the same
Therefore, O United Nations
Ongoing concepts and definitions need to be rebuilt
In a new or modified form and dimension and here
Here, O United Nations
Your pro-active role cannot but be played
Played dauntlessly without a fail

O United Nations------------------
Let us enjoy in prosaic expressions
As follows the Failed states Indexes
Being released every year
Since two thousands and five
By the Foreign Policy Magazine
Backed by Fund for Peace and Endowments
A Washington-based think tank it is
Since the years of two thousands and five, the United States think-tank Fund for Peace and Foreign Policy Magazine publishes an annual index called failed states index. The list only assesses sovereign states (determined by membership in the United Nations). Several territories are excluded until their political status and UN membership is ratified. For example, Taiwan, the Palestinian Territories, Northern Cyprus, Kosovo, Western Sahara are not included in the list—
even though some are recognized as sovereign states by some nations.
Ranking are based on the total scores of twelve indicators under the three heads of social indicators (4), economic indicators (2) and political indicators (6). For each indicator, ratings are placed on a scale of 0 to 10, with 0 being the lowest intensity (most stable) and 10 being the highest intensity (least stable). The total score is the sum of the twelve indicators on a scale of 0-120, and, accordingly, the failed states are categorized into Alert, Warning, No Information/ Dependent Territory, Moderate and Sustainable based on their proximity to the total sum of the twelve indicators.
Failed States Index 2005
2005 was the first year that the Fund for peace and foreign Policy Magazine published the list. Seventy six states were analyzed, of which thirty three were classified as ‘Alert’ and forty three as ‘Warning’ (ratings better than warning were not done in this year). Therefore, therefore, O United Nations
An asking haunting the conscious minds of many that
To what extent such a conclusion
Simply based on twelve indicators
Mostly flexible, slippery and sliding in nature
Often overlapping and vexing each other or one another
Nearly or remotely
Inviting ambiguity and confusion
In case of understanding, interpretation and application
May be durable, curable and dependable?
O United Nations------------------------
Today the crises and dilemmas
Going through the nerves and veins of the developed countries
Bringing down, bringing down
The overall norms and standards of
Democracy and Development
Security and Good Administration
To the Zone of Dissatisfactions
Throwing a question mark without a bias
On the very basis of the ongoing
Development, Stability and peace
O United Nations-------------------
Extensive focusing on the developing countries
In quest of failed states every year
Being least careful of the developed ones
Cannot be, cannot be desirable in true perspectives
Here the voices of Noam Chomsky, Robert I Rot Berg and others
From the very soil of US and those from outside US
May be treated as up to date reactions
Hence, indicators either be redefined or reconstituted
So as to absorb the developed countries within the domain aptly
Page: 43
O United Nations-------------------
Issue of the adverse effects of climate change and global warming
Man-made or natural
Now getting one of the topmost priorities
With an unprecedented velocity and vehemence
On the agenda of all
Starting from the Developed to Developing Countries to
United Nations to many organizations in the globe and
To fight against such catastrophes
A kind of missile or nuclear war has as if begun on every front
More encouraging, more encouraging is that
At the sixty four annual meeting of the UN General Assembly
Participated by one hundred and ninety
Heads of States and Governments of Member States
The matter has been sounded and echoed
With a kind of Pacific anxieties and Himalayan cautions
O United Nations---------------------------------------
For man-made adverse effects of the climate change and global warming
Errors and follies of the developed countries
May rightly be, rightly be weighed
Giving due considerations to the victims of such adverse effects
Specially to those poor countries with no fault of their own at the same time
At the same time taking note of the fact that
Mere sweeping allegations against the developed countries
For inviting the catastrophes and crises
Should not, should not be so-called popular slogans of
Developing countries and others in the same line and voice and
The question of compensations in various modes and expressions
Cannot, cannot be allowed to
Prevail over the main agendas and targets
And the same are equally applicable to
Those developing countries
Emerged or emerging as creators of such adverse effects of
Climate change and global warming
O United Nations----------------------------------------
To bring the adverse effects of climate change and global warming
Under the level of optimum control
Stopping the further escalation
Comprehensive, coordinated approach
Not the isolated, segmented or a so-called vindictive one
Need to be adopted, followed and carried out
Ensuring maximum utilization of the resources
Allocated, allocated to suit the purposes
Upholding the lesson of feedbacks of the past that
A dispute of any dimension and complexity
Rarely, rarely be settled overnight as the
Nation-states stand rigid to give concession on the
Question of national interests, logical or illogical
Therefore, therefore, O United Nations
To overcome the adverse effects of
Climate change and global warming, present or future
Negotiations, arbitrations, compromises and reconciliations
Leading to an optimum level of conclusion at least
Viewed in a civilized way as the most dependable instrument of settlement
Should be targeted more vigorously as a road to success and
There must not be any lack of will and sincerity in
Accepting, signing and carrying out the goals as contained
Contained in the Kyoto protocol, a living document to suit
Suit the very purpose of to combat the grim challenges of
Climate change and global warming in this plane of
Today and tomorrow
